learning!100 Department of Defense: Backbone of 100 No less than 13 honorees on the Learning! 100 are funded, supported or influenced by the U.S. Department of Defense (DoD). It is not only the largest employer in the U.S. (around 3 million military personnel and civilians), it also spends more hours training staff than any other organization. Training and learning initiatives for the DoD fall under the purview of Under Secretary for Personnel and Readiness Dr. Clifford Stanley. A Presidential appointee confirmed by the Senate, he is the responsible for overseeing the state of military readiness. Stanley also is a senior policy advisor on recruitment, career development, pay and benefits for 1.4 million active duty military personnel, 1.3 million Guard and Reserve personnel, and 680,000 DoD civilians. The Under Secretary also oversees the Defense Education Activity, which sup- ports over 100,000 students, and the Defense Equal Opportunity Management Institute, the nation's largest equal-oppor- tunity training program.
